It is necessary to ensure that adequate resources are allocated, oversight mechanisms are established and cooperation is promoted between all parties involved. By JOSEP MARIA TOST 5036 readings AUTHOR JOSEP MARIA TOST 02-11-2023 TAGS CIRCULAR ECONOMY In Spain we lost the last ten years in terms of waste policy, law 22/2011, which represented a good opportunity to make steps forward, came to nothing: the key was to develop regulations in all those points that the law allowed us to glimpse and, above all, that were ensure its effective implementation. The law was ambitious, but most of its objectives remained a dead letter, for reasons that it is important not to repeat again, so as not to waste more time: there was really no will to do anything on the part of the majority of the necessary actors. . A new time After the approval of the new waste law of 7/2022, with a large load of objectives and a lot of ambition derived from the pressure of the European Union (and the new times) and the beginning of the new four-year municipal legislature , for the 8,131 Spanish municipalities and for many regions, it is a good opportunity that should not be missed to really implement a waste policy in Spain. Main challenges to avoid wasting another ten years: Effective Implementation: Ensure that the law is implemented effectively at all levels, both at the state, regional and local levels. This involves ensuring that adequate resources are allocated, oversight mechanisms are established, and cooperation is promoted between all parties involved.
That is possible simply with POLITICAL WILL. Here everyone has to execute their powers and responsibilities: the Ministry's role is to coordinate and guarantee that the law is complied with; sanction those regions that do not assume their responsibilities and the regions sanction/penalize those municipalities that are not involved in following a correct waste policy: compliance with selective collection objectives, having a “reasonable” minimum collection of organic waste, application of the cost real in the waste rate, application of the fair rate, etc. Adequate infrastructure : Ensure that adequate infrastructure exists for waste management throughout the country; The existing one is mostly obsolete, I don't know CZ Leads if we can say that in Spain there are 97 "ecoparks" for the treatment of the rest fraction... we should see them or the scarce presence of organic waste treatment facilities... The “fifth container” is mandatory and there are no plants. This implies the need to promote at a regional level the development and improvement of recycling facilities, waste treatment centers and promote more effective selective collection systems, there is no need to invent anything: either door to door or closed containers, which give mid-term step to the application of the fair rate. It is recommended that it be clear: the regions (or the Provincial Councils) are responsible for waste treatment and must facilitate the creation and financing of a network of facilities (not assuming the cost of the operation eh!) and the municipalities are obliged to provide the selective collection service (or delegate it to another entity) and assume the costs of collecting and treating their waste). Change of mentality and habits: Allocating resources to communication, educators at street level, it is urgently required to promote a change of mentality throughout society and promote sustainable consumption and production habits at all levels.
This involves raising awareness among the population about the importance of reducing, reusing and recycling waste, as well as adopting responsible practices in its management. Circular economy: Promote the transition towards a REAL circular economy, where waste becomes resources and waste generation is reduced to a minimum. This involves promoting innovation, research and development of technologies and processes that make it possible to make the most of resources and minimize environmental impact. Also penalizing landfilling (the tax has to grow over time to be effective, with landfills at €20/Tn let's forget about the circular economy) Control and prevention of fraud: Ensure effective control and adequate prevention of fraud in waste management. This implies the need to establish supervision mechanisms and effective sanctions for those who do not comply with legal provisions. Provision of a sufficient and trained body of inspectors. Without control there is no compliance with the law. Let's be practical and realistic. Addressing these challenges requires the commitment and collaboration of authorities, companies, citizens and other actors involved in waste management in Spain. And there are no excuses, there is money And for everything I am there are resources, money. There are no excuses for not doing anything, it is no longer worth repeating that if the eternal lack of regional financing or if the reform of local treasuries... since January 1, 2023, the tax on waste dumping and incineration is in force, there are available hundreds of millions of euros every year. All that is needed, again, is POLITICAL WILL to declare these resources finalists for waste policies and apply it to provide human resources to assume the new burdens (technicians, inspectors, lawyers to provide new treatment facilities, to provide lines to support municipalities to provide themselves with a good “local waste prevention and management plan”, to carry out communication campaigns, to support the private sector of waste managers to improve their facilities or investigate new technology that facilitates recovery and circularity.
